The waterworks were needed to provide water for the city and are an example of the engineering of the times. The waterworks were built in the Gothic Revival style and consisted of a castellated octagonal tower. The waterworks was also home to a small staff of city workers as well as the superintendent who lived there with his family.
The waterworks were used until 1900 when the City of Savannah purchased a new waterworks from Richmond Hill. The building was used by the city as storage until 1909 when it was leased to the Savannah Art Association. The Association used the tower as a gallery for its artists and for storage.
